boot up in safe mode and run the diagnostics available, scandisk etc. if you know which file is corrupt and its a system file, then simply re-install windows from booting up from the cd-rom.

Check its not a hardware fault as well, the fan may need cleaning. If its clogged up with dust your pc won't boot and will shut down. You unplug it, take the side off the case and use very short bursts from an air cannister, make sure you have the hoover handy!
Then check your power supply.
If thats all ok then try to boot in safe mode. To get into Safe Mode repeatedly press the F8 key after the bios screen loads but before Windows loads. You'll know if you made it because the screen will be at 800 x 600 and your pc will be slow.
I have no idea what you'd do from there though, hopefully you'll get a better answer from someone else.

You could try The Ultimate Boot CD for Windows. You will need a working PC and your original Windows Installation CD to create the disk. You need your Windows installation CD as they would quickly be in trouble with Mr. Gates for giving out free Windows.
This CD has numerous file recovery, anti-virus, anti malware, and diagnostic programs
Download the program and follow the instructions to build the CD.
The FAQ section on the website has advise to help recover your PC.
Boot your PC from the CD. You can put a good copy of your corrupted file back on your PC.
While you are at it, run the check disk program. You may have bad sectors on your hard drive which may have caused your corrupted file in the first place.

Boot in Safe Mode (press F8 when the computer is booting). Then get to a command prompt and type Sfc /Scnanow. A full listing of all of the flags are in the reference panel.

I agree with using Safe Mode. Read about it here in the Microsoft web site: http://support.microsoft.com/kb/315222
If this doesn't work I am sorry to say but you will have to do a complete system rebuild. It would probably be easier/cheaper to have someone remove your current disc drive and replace it with a new one before you carry out a system rebuild - this ensures you walk away from any virus or other nasty that has infected your PC.
