If you would consider Mumbai, these are the top colleges for both BBA/B.com

1. NM College

2. Poddar College

3. HR

4. Jai Hind( either 3 or 4)

5. Sydenham

B.com in NM/Poddar would be ruled out with anything less than 84-85 as the seats for outside students are very less.
