How can I block my computer ID so noone can look at it when I´m online??

In order to hide your ip address, you must surf the web using another computer, ideally a computer you have no control over. There are several services that allow you to do that by using them as proxy servers. This means you do not surf directly, but instead your browser forwards page requests to the proxy, which in turn downloads the web page and sends it to you.
The best known service for this is anonymizer (www.anonymizer.com). They also sell software products to get anonymous mail etc. The best free service is tor (tor.eff.org) which can cloak also other services like IRC, SSH etc.
Of course, somebody big like a government that can see both ends of a connection will be able to trace back to you, unless you use a chain of anonymizer sites.
The only drawback is that surfing will be slower, since requests go through several computers to get to you, but at least it will be a PRIVATE slow surfing.

You can not, but your IP changes with each connection to the Internet when using dial up or cell access, but if you have cable Internet it's an assigned number and you can not change it.
