Safety is the main reason. illegal modification not only cause danger to other road users, but also the owner. A car is designed to cater for it max speed, if illegally modified it to be more powerful, the driver may not be able to control the car in top speed.

Safety. Too many people get killed by kids who think cars are toys rather than transportation. You should save your money not waste it on silly "race cars".
