That clip it's a Pulse Oximeter, which measures the Oxygen Level in your blood and Pulse. For a common or regular procedure in which the patient doesn't show an oxygen deficiency, that 'clip' is put on the person, but if there's a major procedure to be done or the patient has oxygen related problems, a larger device is attached to the person that includes the necessary oxygen to mark a normal level while working on the patient.

It is called an Oximeter and it measures the percentage of oxygen in the blood. They are checking to make sure you are getting enough oxygen. Normal ranges are 95-100 %.
