Get a pad nearby with a pen while you read this email...
You need some keywords to simulate your thinking.
Do some research (via dogpile, which is a collection of search engines combined) on the word Vingear (see link) and see what you get, you might want some maths or statistics about consumption etc.
This helps you get some ideas of what vingear means to or with someone, this helps you to understand what you can associate key words for people to recall and make lasting impressions about the commerial. Take about 1/2 a day to see what other ways vingear can be used.
Examples might be with cooking, remedies as medical, practical ways of cleaning, experimentation of chemistry like removing smells or blends together to make something else...
Next, attempt making a good interesting story using the keywords or research. This will take most of your time, so allow a timeframe to be creative in a storytelling. It would be great to have vingear stories can includes interactions between either different people, objects or something. Don't stick to just to typical responses like in the kitchen doing something with vingear unless it supports the story that is dramatic, funny like a gag or spacey like science fiction. You will have the power over this of course share the ideas with several of your family or friends (perhaps like personalitoes or characters)
Once your keywords are now stories. You can then make a storyboard as you would tell a story. Plan out the commerical like a movie where you have several scenes will make the story real visually. This is a draft layout so this helps you to become a shopping list of where and what you need to make into a commerical.
To give you some help with this, I would treat this like a presentation in powerpoint. There is a great resource called "beyond the bullets" by Cliff Aktison who attempted to explain something important to a board of executives in a movie company. The link provides you some templates and other information. The reason I did this is to give you a structure so how the story can come forward as a film.
Afterwards, find all the resources you need to make the film, do as many shots you wanted, take the time then to edit all out to polish the film before handing it in.

Hmm... well, vinegar is pretty versatile. You can use it for cooking, cleaning, deodorizing, etc. So, how about a commercial with a family all handing the bottle around for different purposes? Like, you start in the kitchen with the mom cooking with it, and then the dad comes in, grabs the bottle, and starts pouring it into the toilet to get rid of stains, and then the kid is like, "Fluffy had an accident in the living room!" and so you see him diluting it in a bucket of water and then mopping the carpet, and then mom comes and grabs the bottle, all "I was using that!" to bring the whole thing full-circle. Your tagline could be something like, "Vinegar: it's good for everything!"
I don't know; that could be too complicated for your time constraints, but it's an idea.

Show and Italian family making dinner, and slow it down as they pour vinegar and olive oil in the salad (label showing of course.) The salad is set on the table followed by a giant bowl of pasta in the center of the table, just as they pour some vinegar into the the dipping dish that already has olive oil and cracked pepper in it. Someone dips their bread in it and just as they take a bite, "So-and-so vinegar a taste of Italy" Hope that helps and Good Luck =)

Vinegar??? Hmm... ok, here goes...
OK... this is in the style of a Lynx advert, but instead of girls being all
attracted to the guy, there repulsed...He's a REALLY hot guy, good bod, cute face. Every where he goes girls are turning up ther noses and he doesn't know what's wrong... But make the advert still look like the lynx ones sort of, and have funky music. anyways, then it shows back at home, and his girlfriend has swapped his aftershave for vinegar.... and then you can say "Jim Bob Vinegar...... they go good on chips!" lol
