You cannot use a keyboard and modem as a computer any more than you can use a hammer and nails as a car.

The only thing that can be used as a computer is a computer. The keyboard is only there to input keystrokes, the modem is only there to communicate with other computers over a telephone line. You are still missing the part of the computer that does all the _computation_, let alone any memory or storage.

In South Africa the picture format is PAL. So..You could:
1) Have a tv monitor that switches from NTSC to PAL. That way you could use any of the "devices" that tie connect to the internet through your tv.
2) You could buy a system that itself switches the signal.

The "devices" to which I refer are actually computers (like the previous answer) but are really stupid ones. They support a web browser, with no hard drive, no processor. etc. You would be better off with a computer with a PAL output. You ought to be able to find one (the cheapest you find is better than the "device" you get without a full computer).

If you get this "cheap computer" then you may need a card similar to the one below. Could be cheaper some other places...
