Shini, There isn't a Shini, but there is a Shino (has a coat with the collar covering his mouth and shades on) Fights with BUGS

I don't know about Shini but i know about Shino who is a gennin from Kurenai's team (with Hinata and Kiba/ Akamaru)...
Ps: there's no Shini in Naruto.

If the image you saw was of someone with shades and the coller of his coat covering most his face. Then that would most likely be Shino. He's like Weevil only more more MORE cooler.
