Are you sure its being blocked? If you are able to get hotmail then its allowing the http protocol to go through so the pop should also get through....check your outlook settings to see if the pop settings are correct...server address, email id, password, and that its trying to use the default ports (25 and 110) also check with your email client to see if they require authentication....if you are using free yahoo it does not support pop access...so it may be something along those lines....if you can login through webmail and get your messages that way, the its likely that the school isn't blocking it but its either not setup to be accessed through outlook or you have the settings wrong.

I have just done searching and there is no way to unblock a application that connects to a network (The Interent) via system access.
I looked to see what the reason are and apperently:
Outlook is 35% morelikley to be targeted for viruses
Outlook does not update in real time
Outlook is a target for HTML hacking
I, as other have suggested, would ask and admin of the Uni Network.

If your administrator knows what they are doing then no. You are better off asking the network administrator why they block eMail clients and not web based eMail programs.

I would recommend You using some web interface for your mails e.g. gmail, yahoo mail,... This way your emails are shown just in the browser and this use cannot be filtered through your university policy (except for it blocks the particular portals of the webmails).

Why not get your emails sent to your mobile phone,pretty easy to set up and you can view and send anytime.
