There can't be a definative answer to this as there are have been many great athletes. You can't compare athletes from different sports and from different eras. how can can you say who is better than who from people like Carl Lewis, Muhamed Ali, Tiger Woods, Michael Jordan, Jessie Owens, Ian Thorpe, Shane Warne, Rodger Federer, Pele. Having said that they didn't call him George Best for nothing!

Olympics started up again around 1900. Little data exits for the past. So 'all time' for me basically means the modern age.
Carl Lewis was something else. As an all rounder, at his prime I would bet on him. I agree there will be specific people in specific events that can beat him, but if it's scored say for a decathlon range of events I recon I am not throwing my money away.
In specific events I saw Pele and Mohamed Ali both seemed to bridge the gap between the way I see people move in reality (normally) and the ideal way I imagine them moving in my mind.

I would go with Jim Thorpe
Jacobus Franciscus "Jim" Thorpe (Sac and Fox Nation: Wa-Tho-Huk) (May 28, 1887 – March 28, 1953) is considered one of the most versatile athletes in modern sports. He won Olympic gold medals in the pentathlon and decathlon, starred in college and professional football, played Major League Baseball and also had a career in basketball. He subsequently lost his Olympic titles when it was found he had played two seasons of minor league baseball prior to competing in the games (thus violating the amateur status rules). In 1983, thirty years after his death, his medals were restored.

Glad to see Jim Thorpe mentioned.
However I have two other options:
C.B. Fry - FA Cup winner, England cricket captain and world long jump record holder (also scratch golfer iirc)
Ed Moses - unbeaten at 400m hurdles for something like 10 years

There has been Joe Montana,Jerry Rice,Joe Namath,Carl Lewis,Jesse Owens,Micheal Jordan,Kareem-Abdul Jabar,and many other sports heroes who inspire.

For me it would have to be Jesse Owens, although mainly known for his remarkable displays in Hitlers Olympics he achieved so much more at a time of true racial discrimination in America
