The Borg are definitely cooler than the Cybermen. I don't think you can compare Star Trek to the original Dr Who (come from completely different viewpoints and Dr Who was never given the same support). The revived Dr Who is definitely the better series: plots are more original, and have none of the sentimental goo trek has.
As a Trekkie who watched almost every episode, you could see plots from older series recycled, and I got totally fed up with the with the look of the aliens which seemed to be constructed from two part bumpy moulds glued down the middle of the face and topped with a fright wig. Apart from the Shatner series, the Borg were Star Treks only aliens that felt alien.
Also, we had none of this lesson of the day crap, nor did Who flag up the emotional problems of this week's featured crew member to bore us with.
Sadly, the writers of Torchwood have bought into this in a big way, clogging up the action and allowing a lot of padding, probably to make the series more saleable to the US market.

No way. I love the Borg. That scene where the Borg Queen appears in First Contact is superb.
Don't forget TNG stopped in 1993, and First Contact came out in 1996.
Perhaps leaps in Technology since then make the Cybermen look OK, but they all look the same.
The Borg were all individuals of a Collective.

My wife and I have be fans of Star Trek for over 30 years. We only recently became fans of Dr. Who. In fact we just picked up the season 2 disc set yesterday (first day it was available in the states). Anyways... we JUST had this same conversation. It was a total ripoff. Cybermen upgrade and Bord assimilate. Although it was a ripoff, I don't care, they both were very entertaining. I loved the fact that the Cybermen and Darlek got into a fight btw.

What? I love Dr Who but the Borg kick Cybermen backside all over the universe.

The thing I used to love about Dr Who was the poor quality of effects and baddies - it was like sci-fi pantomime. The Cybermen couldn't really hurt you, they'd have to catch you first.

Well, yeah, but Dr Who stole plenty of sci-fi gimmicks on its own.
Haha.
The next Fantastic Four movie is going to have Galactus represented as a hive-minded robotic creature too.
It must be hard to be a Whovian sometimes....Cheers!

Oh please - the Borg are far more advanced and the costumes cost a lot more than £1.75
