i think its better to get to know someone that u have a crush on and let them fall in love with you. so as long as ur working toward having a relationship with that person i dont think its necessary to tell them right away. some people may even feel intimidated by being told that they are liked, and a lot of people are always trying to get what they think they cant have, so playing hard to get may benefit you ;)
i think be flerty, be urself and socialize with them, if they are interested things will naturally just happen ♥

a mix of both, showing too much that you are interested, that's not so good, and be over secretive also won't help, give some hints and see the results then you can decide;
