Doesn't sound like Ich to me.
Ich is many small white spots - looks like the fish has been rolling in sand.

This sounds like an abcess or a bacterial infection that is eating away his scales. Add a little aquarium salt (1/2 tsp per gallon, disolved first) to the water, and treat with maracyn and maracyn-2. Be sure to keep his water very clean, and very warm (around 80F) to ensure proper healing and to prevent a reccurence.

Sounds like a condition called Ick. They sell a remedy for that in aquatic pet supply stores. Sometimes a pinch of salt helps, too.
