I want a free full version software which can compress data of approx. 60-75% of its original data like winzip

Oh yes WINRAR can definitely compress much better than that. It has different compressing options like simple, good, best, etc. The best takes more time but it compresses the most. You can even make a compressible exe file that automatically unzips your files into the mentioned folder. You can download a copy from www.winrar.com

Try MP3 to Ringtone Gold. It is available for free on the web. Install it on your computer/laptop. Run it, then select 'Big MP3 to small' option. Now in the settings you can change the bitrate according to the percentage to which you wish to compress your mp3 file. The lower the bit rate, the less the size of the compressed file. Hope it helps.

Not sure what the compression ratio is, but Windows XP has built-in compression utility. Just right click the file(s) and "send to" compression folder.

Go to http://www.download.com and in the search box at the top type in IZArc it's a free file compressor, and it comes with great help file to teach you how to use it. you can even look inside with out extracting the file, can create a self extracting file which is great for e-mailing files. I think you will like it.
