No it cant. once an event is past it can never be repeated since even if everything in place and characters light would be same the time would be different.
It is just an adage that means that humanity does not learn of past errors. However this generalizing process of applying formulas that worked to new situatiuons is often an error.

History is like a science experiment - certain situations lead to similar results. Although real life is very complex and small changes can have large unexpected results - human nature changes little throgh the generations. However patterns can be seen to repeat - especially within families where genetical and family culture cause children to make the same mistakes as their parents or grandparents.
For grander scheme of things - you need to look at common processes and analogies rather than at the details. You could not predict that the Allies would win in WW2 because they did in WW1. However you could predict the militarisation of Germany due to the vacuum left by the treaty of Versailles and punitive war repayments. The Marshall plan - investing in rebuilding Germany post WWII was a response to fear that repeating the Treaty of Versailles woul dlead to a third World War. The only way to avoid that was to build a economically strong democracy.

One of the biggest history lessons, and apparently one of the hardest ones to learn, is that the truth eventually gets out. You can hold it down. You can repress it. You can't ban it.
If this were true in the bad old days, when communications were restricted, how much more so is it in cyberspace?
We have seen, again and again, countries try to choke their peoples' desire for the truth by choking the Internet.
But a system designed to survive global nuclear war just giggles at a few tinpot dictators.
Another truth, and one at least Americans should be quite familiar with, is that the coverup becomes the crime. Look at Watergate, look at Mr. Clinton and Ms. Lewinski.
If this is true in real-life, imagine how much more so must it be in cyberspace, where machines record what and when actions take place. The machines can record your actions just as well and as damningly as Nixon's tape recorder.

This is because human beings rarely learn from their mistakes and generally and on a larger scale keep hitting their heads against the wall. We make wars and then say that it is bad and then keep quite for sometimes and then forget what had happened!
Hence, the thought that history repeats itself!

There's a better saying actually... Those who do not learn from their mistakes (Or the mistakes of history) are doomed to repeat them.
Case in point
America in Viet Nam 1960's-70's, a disaster which should never be repeated.
2002 -2007 Bush repeats it in Iraq.

yes a answers come to my mind when i think of this"HISTORY REPEATS ITSELF".the comin time is showing us that yes it repeats may not in the same way but yes it do the way is different. The recent scenario and the political strategy of Bush show us that he wants to bring that British rule again...History speaks abt the past..people take birth and die leaving a history..bt he don't know weather it repeats or not..but it repeats for me..the rising politics is inherent from past it is based on the political strategy of the mughals which they carried on.It will take time but one day it will come when we will see that history have came back.

Absolutely. History always has, and always will repeat itself. Take the current situations with Iran and North Korea. In the late 30's and early 40's, the liberal extremists of the time wanted to "talk" to and "negotiate" with Nazi Germany to avoid war. Appeasements were made, and the USSR even signed a non-agression treaty with Hitler.
The Nazis ultimately used this time while the Allies "talked" and "negotiated" to build their war machine and the ability to kill millions. The treaties that were signed before the war meant nothing when Hitler decided to invade the USSR and attack the west as well.
"Negotiations" were also conducted with the Japanese prior to WWII. The Japanese diplomats presented the US with "peace medals" while they built their war machine and plotted the attack against the same country that they pleged "peace" to.
While the liberal leftist extremists want to "talk" to and "negotiate" with North Korea and Iran today, they continue to build their war machines and their nuclear programs. Those of us capable of independent thought already see whats coming.
Unfortunately it will take more attacks on US soil for the American people to wake up and see again that there is a peace that can only be achieved through war. When countries like Germany and Japan in the 40's and North Korea and Iran today wish to fight and kill, we will have no choice but to fight them.
Dont misunderstand me, I sincerely hope I am wrong....but the writing is on the wall. We have the opportunity to take action now to prevent this, but the liberal media and the leftist extremists will fight it tooth and nail until its too late. The war that is coming will be a thousand times the size of the conflict going on today. God help us, and God bless the United States.
History is repeating itself right before our eyes.

yes, if not in the same circumstances, in essence, history always repeats itself
60-odd years ago, we saw two very different political nations, one in Europe and the other in North America, grow as the two biggest rivals in the world
and today, we see two nations, with the same difference in political setup, both in Asia, becoming rivals of the developing world...

Think about this...
The oldest (maybe the biggest) reoccurring event that happens, even to this day is war.
