Should drug fiends be thrown in jail even if they don't inhale?
How many drug fiends are now in jail?
How many still at large?
How many prison officers will be needed when they are all locked up?
Will there be enough taxpayers left to support all the drug fiends and prisone officers?

1. There is a war.
2. People on drugs are winning it.

The winners are the land lords, the people who buy and sell it. its a huge money. ordinary people fall to this habit. The families should tell them not to go for drugs or drugs selling. It is not possible to put everyone in jail.
