I want to know if it is possible to access the computer even after a known Ip address is changed, By using Eblaster or any other web site.

Your computer will always be vulnerable to programs such as Eblaster or viruses unless you protect it well. It has nothing to do with the ip address. Start asking about how to protect your computer and not about changed or unchanged, known or unknown ip addresses. If you have for example a trojan on your computer it will expose your computer to the attacker no matter what your ip is or whether or not the attacker ever had access to your ip address. If a virus or a program such as Eblaster is on your computer (and you probably couldn't tell if it is or not) you are exposed. So please stop worrying about the ip.

Your IP address , if dynamic changes often.
2. Are you trying to access a web site,
which has changed its IP ?
3. Type the old IP address in Google
or Yahoo search and you may get
some cached pages.
and may be info about its new URL .
