You have a program setup to access the internet through your dial up connection. (could even be some old spyware you picked up)

get rid of that program and your problem solved

check your outlook settings....you probably have it set to check for new messages every five minutes and thats the logon screen you are seeing, if itis you can enter your userid and password and select it to remeber the password then it'll continue to check, but won't prompt you, if you don't want it to check every five minutes then go into the options for both the account settings and the program and change the connections and send/receivee options to chack either at a longer interval or only when you click to check.

you might have a connection problem with the wires. check your wiring and you should be online. if you know you are on the internet, go to tools. internet options and find out there
