Improve the problem of unemployment ? you want to increase unemployment I hope not so . I think you want to reduce unemployment Ok for this the primary thing is reduction of population If all the people of India fully adopt family planning then everything would be alright in a few years to come.

1. Now Art n science graduates suffred by unemployment when compared with Professional Students.So there will be change in education system to give equal oppurtunity to all people.
2.Encourging Self-employment. Even a grauate is talented to do business, he needs security to get loan and process is very difficult. Then to get a loan through Govt he has to over come lot of difficultiees. There should be Separate ministry for Self- Employment and they purpose is to increse and to evaulate the performance of Self-employeers.
One self employee can give jobs to atleast 10 graduates. Just think about the chain and atlast there is a solution.
This kind of thinks happening in Software, So employement in software is much more easier than some years before.
The revolution should come in all core sectors and all grauates.
Unemployement looks very difficult to solve in our country, but its very simple to solve.
If right persons just spend some time on this there will be solution.

In the US, we used tax cuts. The imposition of taxes create a stranglehold on businesses and discourage them from hiring.
You can also consider relieving wage controls. Having a low minimum wage is beneficial, but all minimum wage controls have the effect of creating a labor surplus and a job shortage (unemployment).

by engaging ourselves and our womenfolks in self employment at home level (like engaging in cattle breeding, farming ) without expecting the Government to assist.
