It happened to me; I was very hidden about my sexuality, but when it eventually came out fully into the open, I started acting more and more openly gay, and more and more of my personality, which is very effeminate. Once I did, I noticed I accepted myself a lot more even though I hadn't tried to accept myself more.

Depends. If by 'openly' you mean honestly, then yes. Sexual expression that is exhibited freely is a sign of confidence and acceptance of self. Acceptance of self has a flow-on effect to being accepting of other people
But if you mean 'openly' as 'effeminate', then maybe not. Campness in gay men can be a sign of insecurity, over-compensating......

yes id think so. being open and out of the closet would make you talk about your feelings more to your friends/family, if you are gay then itll probably give you more of an open mind, unlike people against homosexuality.
