I had given my ip address to a person because I had a technical problem, but I am feeling a bit tensed since my friends told me, that it is possible to access, But I also know that it changes everytime I disconnect and connect dsl service. I have also heard about sites called Eblaster. Please advice.

Just having your ip address is not any threat to you. The really important thing is how secure is your computer. You're worrying about the wrong thing.

Truer words never been spoken, Jimmy is right; IP and to a less extend, the host name is absolutely critical, IP may be randomized to each session but host name is made up by, unchangable and for the benefit of your ISP. What your friend told you, although true in its own right, is absolutely without tangible meaning.

IP changes in every session u made. Though im not so good about this stuff, as long as ur PC is well protected, no intruder could enter into ur PC. Coz even if u wont give ur IP, they could still pass into ur PC if u have no protection either.
