You must be suffering from fungus. Apply Zole ointment. Evensimple coconut oil also will do. Try to keep the area clean. Preferaly do not use any soap for few days.

You may have jock itch. Go to pharmacy & buy some over the counter meds for it. Just look around; they have stuff that'll treat it for a few bucks.

They are probably just hair follicles - if hair is growing out of them. Are you circumcised? That often pulls the hair from your scrotum up to the base of your penis so hair will grow there.

did u have sex with a norther person then its better to see a doctor
other wise well wash and keep your penis ands surrounding place clean and do some thing als to avoid it

Sounds like crabs. See if you can see them. And if that is the case, you can get something to get rid of them in any pharmacy.

you have fungal infection of skin ... you can use FOURDERM ointment after cleaning the pubic area with water and rinsing it with a soft towel...
