1-A cap with a brim is a hat. This is the simplest answer. 2- To elaborate upon, A boat can 'cap-size' but not hat-size. 3- In appreciation one takes his 'Hats off' not the caps off. 4- Hats have an aura of officialdom, status, robust rough & tough nature attached to it. Hunters use pith hats with brims as they are light and the brim protects from sun & rain. More over it is designed with air circulation under it. 5- Caps do not have such advanced development. 6- Hat is of a definite western origin. But caps are known as head gear in the oriental countries since long time past. Examples are the turkish cap of anatolia, the Gandhi cap of India and so on. 7- when it comes to status between them the hat enjoys alpha status than the cap, in the western communities. note : The ranking system of the colonial times is fast becoming redundant. Fashion world is developing hybrid designs. A rain cap has wind shields even, a winter cap is called monkey cap & definitely not a hat, though it works like one. The turban of the Sikh serves both the functions of cap as well as hat.

Worn for fashion and for protection against the sun, a lady out of doors almost always wore a hat. A fashionable hat usually had a very shallow, flat crown and a wide brim. Hats of chips or straw were the most popular from the 1730s to the 1770s. There were many ways for them to be trimmed and trims would change with the fashions. A straw hat might even be entirely covered with fabric. Ladies' riding hats were often of felt and might be cocked like a gentleman's.
A cap is a form of headgear. Caps have crowns that fit closer than hats and have no brim or only a visor. They are typically designed for warmth and, when including a visor, blocking the sun from the eyes.

They are all hats. A cap has a peak to keep the rain off your face.

in my mind a hat is something that has either no brim/peak OR a full brim while a cap has a peak at the front.
