I did the exact same thing last year. Those V3 phones are so difficult to keep a hold of - almost slippery! I was always dropping mine. And they are not repairable after dropping down the bog.
I checked with my bank, and they offered a mobile phone insurance scheme. What you should do... is sign your phone onto the scheme (don't tell them it's ruined), then a month later report it as damaged. They will replace it for you - I got a brand new one.
I know it's dodgy, but I wasn't about to keep paying the contract if I didn't have a phone.

Have you dried it out completely? Take out the battery, leave the cover off and leave it somewhere suitable to dry out for at least a day. Same for the battery. If this doesn't work, it might just be the battery that's done for, but you'd have to take it in to the shop and see if they will test it with a different battery. Be prepared for a wait if you have to have it repaired.

Don't try using it.Open it up and remove the battery place the phone and the battery some where warm. It an airing cupboard or near a radiator. (not on top of radiator, or you might damage the phone).
Give it a few days to thoroughly dry our naturally, Reinsert the battery and place on charge.
Now try it again. it should work providing you have not done damage trying to use it when wet.
If it does not work try an insurance claim.

Unless you have insurance to get a new one straight away, take it to bits and allow it to dry for 24 hours. You may find there is some water trapped where the SIM card goes in. If not it has had it I am afraid - sorry!
