A typical tuning in the US is about $75. If the piano has not been tuned in many years it might be more due to the need for a "pitch raise" which is often required of older pianos. As far as restoration, that depends on the extent of the work needed.

tuning will be $40-75 dollars -

restoring - whew - better get an estimate -
will probably be time and materials - also the better technician
will tell you if it is even worth it - or better to invest in a new piano

restoration = to make it look like the original.
tuning = ??? what, you're a piano NFS freak? You need some lights, paint job ... :)
