And I cannot move seats because it is a small class and she crosses her legs so the wagging one sticks out and I can't get it out of my line of vision. Should I ask her to stop? It's distracting and it's driving me crazy.

Yes. Tell her that although she is probably doing it unconsciously it really distracts you and you would appreciate it if she would try to stop even though

Hee hee, this made me laught as I know exactly what you mean! When someone on the tube sitting opposite me does that it really aggrevates me as I can't concentrate on anything else ! If you are feeling really bold just say could you stop doing that please as I find it v. distracting or just kick her. That should get the message across...
