The barrior to be the superpower is low literacy level which leads to poverty, superstition, and other beliefs other than self belief. The y solution to that is to educate the people of this country, which will help them to help themselves and then the people will start beliving themselves and use their energy for constructive work . No policyor for that matter govt help can up lift the countrymen unless we ourself realise to get up and start walking.

First barrier is CORRUPTION. I don't see any solution to this in near future. You may not believe a good number of American companies who set up BPO's in India are repenting and thinking of moving to US back or to China. Americans are not used to the type of corruption we have in India. The day a government clerk without demanding any bribe does his job India will be a Super Power.

i think the biggest barrier is the Corruption. this is the main cause that India has got so many problems with a slower development.

its everywhere, in education, jobs, politics of course,
capable people cant find job. politicians are corrupted. students cheat or use bribe to pass in exams. public like farmers, widows, retired people, families of martyrs etc dont get the money and services Government is providing.
