simple answer will be: because they are women, and it is natural that women contradict them self's. It is kind of built in feature.
Logic answer is:girl by nature like to get attention of others . One of there ways to grap attention of who around here by showing more skin or body figures. Girls do that not only to get guys attention, even girls attention is important. That is way it is easy for a girl to tell who is beautiful attractive and who is not. On the other side, guys have hard time determining who is handsome and who is not.
Even when girls show some skin to get more attention, not all of them would like it to be sexual (some do). mini skirt girls consider the guy who gaze at here thigh pervert and shallow. but if the same guy stood infornt of her talking without even taking a small glance at her screaming thigh, she will admire his gentleness and feel more secure around. She might even show him more if he ask in the future... ;-)

There have been women streakers, but it seems to be more in Europe than the US. There was a streaker at Wimbledon during the Malavai Washington and Richard Kraijcek final that got quite a bit of notoriety about 12 or 13 years ago. There are instance of it happening in football (soccer) matches too. Usually, when it is a woman everyone smiles and has a good laugh. When it is a guy, people want to tackle and beat him.

It is clear that women are creatures that thrive on being attractive to the male. That has been the predominant genetic need within them. To a woman, she feels sexy, attractive and feels a sense of 'power' from the experience. They do not necessarily feel bad when guys look at their skin, provided it's the right guy. Anyone, female or male for that matter would not want undesired attention. So, a little attention is good, enough attention is best and too much attention is a no no! ;-)

Good question. I dont like to show my skin to anyone . I am married and i believe that I am for my husband to look at ...not other guys. By the way I am a muslim but I dont cover my hair . My clothes are always respectable. It makes me feel better.

Two reasons:
1) Girls who show skin, want people to look at it and find it attractive, but don't want them to over look as though the girl walking by is just a 'tool', not an 'individual'.
2) The girl doesn't like the person who is starting at her.

If they are showing lots of skin (and they aren't at the beach) then they probably do want to be looked at. They just don't want to give you the satisfaction of knowing that they like it.

Okay ur question doesnt really make sense but if ur asking why women feel bad if a man looks at their skin when they are showing a lot......they dont.....only pretend to if "bf" is around!

Actually, Mr. Mrimtocco has given the plain and perfect answer:
most women are b*tch*s that wish to expose themselves to other men AND women. If you ignore their exposure, they'll feel depressed, but if you stare at them, they'll act as being angry; though in fact she may be dying from happiness.
However, no matter how much you are puzzled by western women, these are no match for Middle Eastern women. I'm a 30 year old straight and handsome male who has declared it out loud that I'm not gonna marry a Mid-Eastern girl; though I live there!!!
The girls there respect me greatly for that and always tease me and even make fun of me for preferring European women! They deserve it!

It's our prerogative. A woman should be focused to be responsible of her appearance . . . yet being a woman is fun, and much of what we express is the prerogative of being a woman.
As far as a man looking at a woman who has more exposed skin . . . Actually that is fine, just don't let us catch you ogling in a pathetic and leering way. A subtle glance from you is fine, just don't stare.
