You actually don't. Seeds will germinate in the light as well. The formation of root and shoot is controlled by gravity, not light.

When they germinate in the wild they are usually underground, and they have to send up a shoot to reach the surface before they turn green and start using light to gain energy. If you leave them in the dark they get really tall and yellow but will eventually die because there is a limited amount of nutrients stored in the seed. If they aren't in the dark they wouldn't send their shoots upwards and would'nt grow properly.

because seeds are sensitive to light so they will not start to grow if they think they are out in the open.
