this is how it is in royalty...

if a king marries a woman, she becomes his queen. but as king he is still higher position than she is.

if a queen marries a anyone else who is not a king in his own right, he will become a prince (if she gives him this title as her consort). he cannot become a king because that would make him higher position than her. she will not give up her position that is her birth rite and which will descend down to her eldest child.

Because he's not the King. He is the consort to the Queen. He has married into the Windsor family and is not from it (he is of Greek origin originally).
