I have no experience with smoking but I would say no. Any 'high' you may experience is possibly some nicotine buzz.
I stand corrected; I do have some experience with smoking. Have know 3 too many people that died of lung cancer as life long cigarette smokers...all under the age of 58. End of lecture.
