Any video card with a "TV out" connector will do that for you.
As inexpensive as $50 for a decent one.

Yes and no

If your Video display which is often part of the Mainboard has a TV Out you can use a S-Video cable.

If your Video does not have a TV Out you can buy one that does if your Mainboard has the AGP slot necessary to hold it, and many do not.

You need someone who knows what to look for to take a look at your computer.

BTW: While you can watch Movies ported from your Computer to your Television don't try and use it as a monitor. Unless it's a High Definition HDTV it will look terrible.

As your monitor is very similar to a TV, you can do that but I think picture card or TV tuner cards to be upgraded.
