Being up to late at night is a relative type of late. You may be tired if you don't get enough sleep.

Otherwise, it's never too late until death. Then you can't do a thing about it.

I am always up too late. I feel better when it's "late" for most others.

It is never too late to make a difference. Dylan Thomas wrote that we should "rage, rage against the dying of the light." In other words, you can make a difference in this world as long as you are living. Although it may be midnight in California it is daytime in Australia. Time is of the essence and what you do with that is what counts.

Difference is very vague. What difference. e.g If you blow your brains out right now you will make a difference, to you family friends creditors etc. you might be surprised! and of course you make a definite statistical difference. On the other hand you could invent/discover a particle/drug/machine/theory that will revolutionise the world and our way of thinking. On a world population basis both examples have equal chances of success.
If however you are being literal and talking about you and your chances then I'm afraid that for both examples you chances are minimal but they are there.

NB: Always "too" as in "too late" (not "to").

Both of your examples are reasonable ways of using "too" - the first is obvious in its application, the second implies "too late to be a reasonable citizen with a job" or similar; it is thus "incomplete" as an idea, but most people would understand what you said.

So what are you actually asking? How to use "too" in all circumstances?

when it passes over the meeting time and it makes you bored and tired and angry that would be too late.

when you reach something not in time and that results in losing something worthy you are too late.
