When fully clothed ,a man have verry less to show in the chest area and woman in wrist .So they decorate their weaker(in sense of looks) parts.

In the days of dinner parties people were waring decorative large bibs to the parties, it was their way of decking up with elaborate embroidery and patterns,as the food and cutlery improved and guest started providing the lap napkins the bib became neck ties. Even women fashions had something that looked like bib, and they were removable.

Men too wear bnagles (if it is Bangles and not Bengals) and women wear ties, so its quite unisex.

men r smarter than women so probably they wear tie when gals wear bangles

well men wear it all even women's under wear don't you see men in womens under garment's your the first if you have not yet seen it.
