Are you lifting to failure? That is, do you lift until you can't anymore, with a weight that you can lift well only 8-12 times? Do you do a warm-up set and then perhaps two more sets? Are you lifting with correct form? Do you work out that body part too often, or just 1-2x a week? Do you eat enough protein to support your efforts?

If you're doing all that, then try lifting super-slowly with perfect form? That will help stress the muscles. If that doesn't work, pay for a session with a personal trainer who will show you, or ask the gym staff for help if you can't afford to do otherwise.

If you are gaining mass in other body parts then it's not your caloric intake it's your training.

a properly developed upper arm is about 2/3 triceps and 1/2 biceps. the easiest way to gain mass in the arms is to focus on compound pressing exercises. the bicep is actually a easy muscle to train because it gets a lot of stimulation when training the back. you don't need to do many sets for the biceps and of course proper form is imperative. focus on squeezing the bicep to move the load, do not just try to move it from point a to point b as fast as possible.

your body got used to the amount of trainings u have been doing. u have to change everything from time to time - if u have been doind biceps on monday start doing it on some other day, change exercise (ideally u do not do the same exercises 2 weeks in a row) and change weight. if u have been increasing till now try do for some time with lighter weight ( I said with lighter, not with light) and then u go back to your previous weight. anyway, if u reach the dead point in your trainings it means your body got ajusted tyo your training routine, u need to change smth
