An ice scraper. That's the best way, then turn on the defroster.

If the outside is smearing, maybe you need new wiper blades. Or wash the windshield with detergent to remove any grease, squashed bugs etc. If the inside is fogging up, then yes blow air on it. On older cars you can run the AC and heater together - the AC acts as a dehumidifer, so this is actually the best combination. If the passengers are wet, the humidity in the cabin goes way up and makes a cold windshield fog badly, so open the windows a bit to get more ventilation Or just mop off the windshield with a dry cloth, paper towel etc. till the heating kicks in

There are a couple of ways to get frost and/or ice off of your windshield. One way is to pour warm water on it (if you have it available). The other way is to turn your cars defrost on. Be sure to set the temperature of the defroster to "hot". That along with your windshield wipers will take care of the problem.

Run the car for a few minutes with high heat before you start driving. Your parents never told you this?
