Scabs have always been restricted from joining any union. No exceptions. They took jobs away from union membership, and its unforgivable.

They forfeited their right to join the union when they refused to honor a strike called by that union. Practically, it doesn't mean much - they still pay dues and get pensions if they're eligible, they just don't get to vote. They also don't get a share of the players' portion of licensing revenues.
