MY PC KEEPS FREEZING WHEN I PLAY CS, SOMETIMES AFTER 30MINS SOME TIMES EVERY 15 MINS. IS THERE ANYTHING I CAN DO WITH THIS OR AM I BETTER OFF BUYING A NEW PC?
i have a generic computer with an intergrated video card "VIA/S3G KM400/KN400"
AMD ATHLON XP2600 1.91GHZ 480MB OF RAM

This really depends on your funds and how much you game. I would upgrade the computer if you have the money computers are cheap to build. If you don't have the money i would save it to build one and get a full pcix16 graphics card. Case, motherboard, cpu, ram, psu, all for as little as $1,600 dollars now days. So save your money you wont regret it at all.

Your computer seems competent enough to run it, and if you can run it then you can play it! Try lowering your settings, reinstall, and go to safe mode and do a comprehensive virus/spyware scan--such lag could be result of an odious malware/virus. Also is your connection fast or just tolerable?
On the other hand, buying a new pc would be a surefire way to solve your problem, you just have to pay for the couple of hundreds of dollars as a setback..
Housekeeping like defragging helps too and try shutting down excessive application in the background(points at virus scan).

go to the console by pressing (`) and type in net_graph 4. This will let you see your FPS and if you're choking or getting packet loss. That might help you in your decision if you need a new video card or not.. If it were me, I'd get a new video card. The rest of your specs are more than enough to run CS.
