I agree. A new one must be quite inexpensive so it's not worth trying to fix it. But if you insist, I would buy galvanized steel plates used for joining wood joists and runners of desired size and place it inside the legs with broken joint put together. Then drill several holes for rivets and pop rivet the leg and the steel plates together. From the outside, you'll just see the crack of the leg and the rivet heads. Don't use any adhesives as it will surely fail soon or later.

It would surely fail if you just glue or epoxy it--the forces acting on the leg are just too high. That's why it broke in the first place. You may be able to devise some kind of reinforcement, but it's not worth the trouble unless you have some emotional attachment to your chair. I'd say it's time to move on.

I can't tell you how to fix the chair, but I can tell you about a spray you can spray on stuff to keep the dog from chewing. It is called Boundary. You spray it on whatever you don't want the puppy to chew on. The only problem is you have to do it every day. It works!

Two part epoxy glue or you can get a heat gun and melt the broken sections together.

Sure but it would be far easier to just get a new one.

You could make a splint & rap it in fiberglass & glue it.
