It can be very normal. It all depends on if the woman is wearing breathable clothing, instead of tight clothing. It can be from a lot of sweating in that area or just something normal, however if it does not go away in about a week I would call your physician and ask him or her to look at it. Do you mean like zits/pimples in that area or like blisters? Blisters is absolutely not normal as in that of herpes... zits/pimple or boils can be more normal depending on clothing. If you wear nylons a lot or satin panties it can cause irritation and cause this. So can really tight clothing and perspiration in that area.

If it's a pimple, try soaking in a hot bath for a little, and that should open it up so that it can drain and it will go down and heal. That's what my doctor told me to do, and it worked.

it depends on what you mean by "break out." If a female shaves her pubic hair, then it is common to get ingrown hairs down there. If you are unsure, make an appointment to get it checked out.

No it's not, this is symptomatic of a problem like genital warts or herpes. I would definitely see my doctor if it was me.
