Basically the filmmaker sells the rights to a distributor for an arranged agreement which enables the distributor to promote and advertise the film.

International rights for film distribution belong to the distributor if this is arranged - this could be for a limited amount of time though is dependent on the agreement.

If purchased it can be used for theatre and TV yes, but again this is a formalised written distribution agreement betweent he distributing company and the filmmaker. Limitations again would be imposed on this. For example a TV channel might purchase distribution rights for a movie and is able to show the film x amount of times during an agreed upon time frame like 2 years. During this time the movie would likely not be permitted to air on another network - though again this is entirely dependent on agreements and arrangements as per contract agreements.
