Beards that are allowed to grow naturally (think Santa Claus) are not scratchy. The ends of the hair wear off so each hair is tapered a bit, making the end soft and flexible. Cutting the hair off makes it blunt and sharp; that's what makes it scratchy.

hairs regrow thicker as a result of many many many repeated shavings. so the hair on you chiny-chin chin will come out to be thick, less bendable, and not as soft.
