Looking directly overhead, at the north celestial pole, the stars would appear to move COUNTER-clockwise. Looking down towards the horizon, the stars would appear to move left to right.

If you were able to hover above the North Pole and look DOWN, the Earth would appear to be turning anti-clockwise. Now if you land on the North Pole, and look UP, the stars will appear to be turning anti-clockwise.
