If I buy the basic World of Warcraft game, do I have to play online or can I play on my computer without having to pay the online subscription fee.

WOW is online only so you'll have to pay the monthly fee if you want to play the game. You can't play it in single player mode.

If you buy World of Warcraft, you have to play online and there is a fee.
If you buy Warcraft: I, II, or III, it's free and can be used online and off.
