Not directly - AT&T bought Bellsouth.
Bellsouth owns Cingular; so AT&T also ended up with everything Bellsouth owns.
The deal was struck months ago but the government only cleared the purchase a couple of weeks ago.

The background is more complex. Two companies as joint owners owned Cingular. Not a 50/50 split but that does not matter much. One of the two owners of Cingular then purchased AT&T. As part fo the deal the buyer changed their name to the company they were buying (AT&T). Later that company (the new AT&T) purchased the other company that owned the rest of Cingular (BellSouth). AT&T continued to use the AT&T name. The final step was for the new, 100% owner of Cingular to decide that they would rather use AT&T as the name for the mobile business so the Cingular name is being retired.
If any part of this is wrong someone else will likely suggest a correction. Ultimately it only matters that Cingular will be called AT&T. The conversion is supposed to be complete in a few months with someone saying it will be finalized when the new Apple iPhone is launched in June.

It's a little more complicated than that. Cingular Wireless is a joint venture of a number of companies, which AT&T is proposing to purchase.
