To draw a blank on anything is to put your query into the imagined computer in your head and come up with nothing. Basically, you don't know the answer or you are stupefied as to the meaning of something.
To be in cahoots is to be an accomplice to a crime or other mischief that doesn't usually go in your favor.

I think "draw a blank" refers to a lottery, when the piece of paper drawn out of a hat or something is blank, instead of having something written on it -- a metaphor for reaching into your memory and coming up with no answer.
"in cahoots with" probably refers to the old french word "cahut" for cabin, implying conspiracy of people secretly plotting, as meeting in a cabin.
