Is it the regular 011+52+44+ and then the number? I get so confused with everything after 52.

Very recently (November 4, 2006) a new law was passed which changed the dialing configuration (huge political problem). Anyway, you would have to dial:

011 (521) and then add the 10 digits of the cel phone.

This is the tricky part: a cell phone in Mexico City dialed from Mexico City would be 0445511211681. From US, the dialing would be:

011 (521) 5511211681

The first answer is correct. The second two I don't believe are correct. I lived in Mexico and for people to call me and when I called and still call cell phones in Mexico I do exactly like the first answer states.

011-52-1- and then the 10 digit phone number.

The other two, in Mexico you would need to dial the 044, and that takes you to the cell phone networks, that is what the 1 after the 52 now does for you.

Guys, gals - international roaming is a black art. Yes, it could be that he's not dialing right (it is definitely complicated and I think it may have changed recently too), but it's also possible that he's doing everything right and the phone connection isn't working properly. That happens in Mexico sometimes, even when you're doing it the right way. And what Mishelly said is also correct - there is no way (for many reasons) to predict what your cell phone bill is going to be when you return from int'l roaming - AND there's no way to contest the bill... you have to pay it (it's in the agreement). Although this will not help you this time, the best solution (once again, for many reasons) is pre-paid cellular because you can't be liable for any more than what you've already paid. And if you select a cell service that has VOIP (I had this last time), not only are your calls back to the US cheap (like 2 cents), but it's not complicated either. The one I used gave me a Mexico phone number, just like any other Mexico phone number to call in place of my US numbers (and they somehow convert it into the correct US number when you call). I'm also happy to say that my last rental had these features and did NOT require a credit card (so it was totally safe from additional 'surprise' charges) -- and price-wise for minutes (which is where the international phones and SIMs really, really getcha) it's even cheaper than PHONE CARDS, which is the cheapest thing going (and may be the worst solution of all). I'll try and make sure I list the URLs for this info in the references. Good Luck (and next time, I guess you just better go with him to make sure he's doing it right )

I live in Mexico. If you are calling from outside of Mexico, you must dial 011-52-044 then the area code and 7 digit number.
