spain, your qualifying statement was 25 years before the mexican american war which was 1846. The MExico war of independence was 1810 against Spain, acutally 36 years later. Mexico didn't get independence until 1821. Texas succeded from Mexico in 1836.

French military did occupy Mexico briefly until they wre defeated on cinco de mayo, but independance was won from spain.
