Depends on what state you're in...some check cashing / payday loan stores do it...but the catch is usually you have to have an account with them.

Both cost, even at a bank.

If you are a good customer, your bank may give you a cashier's check for free.

Also, some checking accounts offer free money orders.

No such animal as "free". Everything costs money. Your cheapest place to buy a money order is a gas station or grocery store. Maybe a check cashing place.
