Step 1 - Begin by applying a light shade of concealer to the under eye area, and all over the top lid. Your mineral makeup foundation is a great concealer for this step and prepares your Eyes for the eyeshadow that you are going to apply.
Step 2 - First, line both the top and bottom rims with an eye pencil, paying close attention to going into the lash line itself. If you have small eyes apply liner starting from the middle of the under eye to the outside of the eye. If your eyes are large feel free to line from corner to corner.

Use a dark eye liner, and a dark shade of eye shadow. Blend you liner into the shadow, re-coat shadow, and add more liner to out line your eyes. The key to the perfect eyes is the blending. I just love the smokey-look, it really makes your eyes stand out.

I use this maybeline stuff that comes on this little foamy applicator as a bottom line, and a blackish color over it and it looks great! Make sure you blend the black with a lighter color or you will end up lookin like you got punched in the eye!
